That sounds like a perfect way to test the motor.
When I worked in the parts business thats how I tested blower motors. I actually put the blower motor on the starter tester and put twelve volts to the blower.
As far as checking the resistor you could check the voltage at the hot side of the blower motor harness. At lower speeds the voltage should be lower.
