A few questions before I buy and e150 passenger van

I'm looking at an E150 passenger van on craigs list. The guy says it has the tow package, custom bumper and alloy wheels. I live 2 hours away so I can just drive down the road and see it. I had a few questions I thought you guys could help with.

1. In the picture the wheels have hub caps. If they were alloy wheels would they not have hubcaps? Seems to defeat the purpose of having alloy wheels.
How can I tell if they are alloy wheels when I get there?

2. Hey says it has a tow package but when I asked about it it sounds like it's just the ball that screws into the bumper. I thought the tow package would be a real tow hitch installed and not the ball that screws into the bumper.

3. Anyone have any pics of the stock bumper on an e150? The owner says it's a custom bumper, but he didin't ad it and he's the 2nd owner. it sounds to me like it's the factory bumper.
