How do I get the window crank handles off the front doors . I need to pull the plastic panels off to get to the lock cylinders.

You need a window crank removal tool. Available at Napa Auto Parts for around $10.00.
Then you can remove the panel carefully. It must be pryed off. There are a bunch of plastic push rivets that hold the panel on. Use a big screwdriver and get your head as close to the gap as possible to see where they are connected and pop them out one at a time.

Wrong........no special tool is required, other than a torx drive once you pry up the plastic cover...it cost me a ten spot(tip) at the local body shop...I'll go there next time I want advise..this place sucks!
