I HAVE SET THE CAM TIMING DEAD ON THE END OF THE COMPRESSION STROKE.=i.e. when the piston stops at TDC. THE MOTOR RUNS VERY WELL UP TO ABOUT 3900 RPM THEN RUNS OUT OF POWER.CAN I MOVE THE TIMING THAT FEW DEGREES TO WHEN THE PISTON STARTS GOING DOWN WITH IT'S POWER STOKE?

You probably can, if you get adjustable pulleys. Cam timing is a very valuable way to get horsepower. I would suggest pulling the engine and clay checking the top of the pistons though.

Advance the cam timing to gain tourqe, retard the timing to gain horsepower.
