Default 97 lx wagon, radiator fan always run

Here's some info about my car:

-174,000 miles
-2.0 l SOHC
-manual
-newer clutch(still catches real low)
-recently replaced HPV Valve, Fuel Filter, Spark Plugs
-Service engine light was on for code no. P1443, the evap, cleaned throttle body and intake as well as reset ECU and it went off
-the driver side front heat shield scrapes on the rotor, needs to be taken of or something due to annoying rattling
-Tie rod end recently snapped, was replaced

Now as of yesterday my radiator fan decided to keep running unless I unplug the battery or pull the fuse, I haven't noticed that it's been running hot or anything the gauge in my dash doesn't go above 1/3 of the way.

My brother(backyard mechanic more or less) thinks it's an electrical problem, but what else could it be, or maybe it's just something stupid that needs a little adjusting?
