Default 89 Escort Intermittent Starting Problem

Hey I wonder if anyone can help me out. I inherited an 89 Escort a couple of years back with 30,000 original miles on it (little old lady and a pull barn). It has been for the most part okay and I put 30 more on it so we're now at just over 60,000. It is 1.9 Liter and I think it is 116 cu inches and it's automatic with throttle body injection. In april of 08 it died at work on me and had it towed. The guy replaced plugs,wires,cap and rotor and fuel filter and all was fine until...about a month ago it died again. Guy says it was flooded and the plugs were fouled. Replaced the plugs and I even bought a new battery and it still died on me again last night. The battery is working like it should and the starter sounds okay just won't fire. Any ideas? The vehicle ID# starts with 1F.

Default Timing Belt

The timing belt was replaced when I had an aluminum head put on in Jan 07 due to a dead cylinder. The guy that replaced it said it was missing 6 teeth and the cam was 30 degrees out when he replaced it.
