Default 99 escort temp reading cold?

I have a 99 escort and the temperature gauge is reading cold, and the heat is only blowing luke warm air. I have checked the radiator and it is full of coolant, as is the resevoir. Can anyone help me solve this problem? thanks

I'm not to sure but I would check the sensors. And there are 2 of them.
