Engine Shuts off when wheel fully turned.. 2000 Ford Escort

I'm having issues with my car randomly shutting off. It happens in two cases:

1. After I fill up, and when maneuvering my way out of the gas station
2. While parallel parking, when the wheel has to be all the way turned.

To further help explain the problem:
After driving 20 miles or so, the car will have weak idling. Normallly it idles at 1000, but now will flux (painfully) from 500-1000.

I have:
-Changed the oil and checked air and oil filters
-Put solvents into gas tank

Neither of those changed the problem.

Also, fuel economy has not declined.
