1992 1.9L Escort has dash lights, but won't turn over

I have a 1992 1.9L escort that has dash board lights but wont' turn over. There is no clicking, no winding, Nothing but dead air. I replaced the battery, cuz I had nothing at first, but now I have dashboard lights. Here are my possiblities and hopefully someone can answer this for me......
1. Starter shot (how do I test it) and is it under the car on the left hand side looking at the engine.

2. Alternator

3. ECM--I had another ford that did this, but I could get a clicking on that one.

4. Ignition module

check that the trigger wire on the starter solenoid is getting 12 v+ when you put the key in the crank posisition.

also double check the connections at the battery. the connections get coroded and cause alot of concerns.make sure you can't pull the cables out of the plastic housing on the negative cable.
