I hate to say it, but 18mpg sounds a little unreasonable if it has the V10. 13mpg actually sounds pretty good, IMO.
Edmunds seems to think 13mpg is about average:

I suspect wherever you are hearing the 18mpg from is either:
*Lies
*Inaccurate calculating
*Wishful thinking
*2wd w/smaller engine
I hate to say this, but if that type of gas mileage isn't for you, I'm afraid that excursion isn't either.
But hey-look at it this way--you are getting awesome mileage, IMO

I get about 14-15mpg in my 2 door, V6 Explorer. And that only puts out 160hp and 220ft/lbs torque, according to factory specs.
