It should. The park brake switch is most likely the cause. On the park brake assembly there are two copper contacts. See if they touch when the brake is engaged. You can usually bend the one contact back into proper position.

Found it, on the 98 it's actually a little switch mounted on the floorboard. The switch is held open when the Brake is in the released position. When the brake is set, the switch makes contact. I sprayed WD-40 and Electronic cleaner on the switch contacts and hand operated it several times. It's working again!
