Default 1998 timing problem

Hi

I have a Ford Explorer 1998 I have just renewed the front timing chains and tensioners I have put it all back together when I turn the car over it pops back through the airbox. I have stripped the right hand rocker cover off and turned the cam shaft 180 degrees now after checking the timing after several turns it is approx 3-5 degrees out each time could anybody explain what I have done wrong.

Is it possible that I have the cogs on the wrong way round??
