1993 Festiva Fuel Problem

My car is not getting any fuel, I have one wire at the fuel pump which has 5 volts, I assume this is for the fuel gauge. At the fuel pump relay the common wire coming to the relay has 12V with the key on, the ground wire to the relay coil is good, but there is no voltage to the other wire coming to the relay coil with the key on. Is there a fuse somewhere between the battery and the relay or does this car have a fuel reset switch like some other Ford vehicles that needs to be reset? And if this car does have a fuel reset switch where is it located?

There is supposed to be a inertia switch somewhere according to Haynes. Toyota used to put them under the drivers seat but I doubt Ford/Kia did that. Haynes shows a small panel that may be in the back of the car in the truck/hatch area. If this car has not been in an accident and they stress this because the airbags could go off and I am not aware that the 93 did have airbags. You open the little door and press a button thats behind it.
