Keyless remote programming??

My keyless remote isn't working. I tried changing that battery but I didn't think that was it. Can someone look in the owners manual and tell me how to program it. I had to do it myself when the van was new, but I can't seem to locate the owners manual.

Does anyone have a resource for programming a new key with only one programmed key? I got a new key but my instruction said I need to have two programmed keys to program an add on key. Unfortunately the dealer I purchased my van from bailed on their promise to get me another key after I left the lot.

REMOTE KEYLESS ENTRY TRANSMITTER PROGRAMMING

CAUTION: All remote keyless entry (RKE) transmitters must be programmed at the same time.



The vehicle must be electronically unlocked before entering program mode (via RKE, RKE keypad (if equipped) or door lock control switch while the driver door is open.
Turn the key from OFF to RUN 8 times within 10 seconds , with the eighth turn ending in RUN. If the module has successfully entered program mode, it will lock and then unlock all doors.
Within 20 seconds , press any button on an RKE transmitter, and the doors will lock and then unlock to confirm that each RKE transmitter has been programmed. Repeat this step for each RKE transmitter.
If the door locks do not respond for any RKE transmitter, wait several seconds and press the button again. If the door locks still fail to respond, refer to Inspection and Verification. Make sure that no more than the maximum number of RKE transmitters are attempted to be programmed. Exiting the programming mode is accomplished if one of the following occurs:
The key transitions to the OFF position.
20 seconds have passed since entering programming mode or since the last RKE transmitter was programmed.
The maximum number of RKE transmitters have been programmed.

I found this on a Google Forum:

For the '99's, the Owner's manual says -
1) Turn key from OFF to ON eight times within 10 seconds ending
in the ON position.
2) After doors lock then unlock, press any button on the
remote being programmed.
3) The doors should lock/unlock to confirm programming.
4) Turn key to OFF and door locks should cycle one last time.

You can program up to four remotes this way, but they must
all be done at the same time (repeat step 2 for each).

i tried to program the new key less entry remote fob for windstar 99 lx by trying to enter the car programming mode below but the door locks don't cycle(lock and then unlock) they just lock

programming mode:
Turn Ignition from OFF to RUN 8 times within 10 seconds,
with the 8th time ending in RUN.
All doors will lock then unlock to confirm programming mode.
Within 20 seconds, press any button on remote transmitter. Door locks will cycle to confirm programming. Turn ignition to OFF. Locks will cycle again to indicate end of programming mode.


any idea on what to be done next to get into programming mode as it does not work

If you have the original keys they will still work. The chip codes are stored in the PCM and are never forgotten. They will be overwritten as the maximum number of chip ids is surpassed.
