If you turn your fan all the way CCW, and set your selector swith to OFF, is the fan still operating?
I'm asking because when I set the controls as descibed above, I still get air coming out from the lower vent and the faster I drive, more air comes through the vent.

Is this normal with a 99 Ranger?

Do they even have a setting on the new rangers for vent air vs. cabin air? I'd check into the HVAC blending vanes and cables/actuators. What sounds like is your blend door for outside cowel air is letting in air and it's coming out on the floor. The faster you drive the more air comes in when it's set like that, so it's what makes sence to me.
