Ford Windstar Introduced in the mid-1990s, the front-wheel-drive Ford Windstar minivan campaigned with an emphasis on, and reputation for, safety. And in the hotly contested family minivan market of the time, that was an especially solid piece of ground to be on. As long as buyers didn't need to haul adults in back on a regular basis, the Windstar served a family's needs just fine.

I would check the ground. Do you have a volt/ohm meter? You should be able to measure about 13 volts across the two pins.

Check for somebody doing a little trailer light wiring underneath..
If that isnt a possiblity, You can always run wire from working side to non-workingside in the meantime..
Any recent modifications?
Good luck

Coincidentally, I installed trailer light wiring in my '02 Cargo today. The Windstar runs 12volts to the lamp all the time, and grounds the return wire to light it, just backwards from older cars, and from trailers. That's why the WS has an optional module for trailer lighting.

You replaced fuses; were they blown?
