2001 power window/locks issue

I have a Ford Windstar and the driver window and rear passenger window will not rollup/down. The windows are electric, and when I hit the button I can hear a clicking sound but of course nothing happens. I looked at every fuse and none appear to be blown. The clicking noise sounds like it is coming from under the dash somewhere.

The driver side door and the passenger door will not unlock when I hit the unlock button, I have to do it manually for both doors, yet again I hear the noise but nothing.
