Usually you see this code in PCM's that have been "tuned" but sometimes it can be caused by low voltage to the PCM. Are there any other codes? How are you clearing the code?
ive done a re-flash on a 99 cobra but i have a ford scan tool that you do it with, first why does it need the re-flash,second its easy if you have the right stuff

I am using a snap-on scanner (MT2500) - with generic OBDII. {97- domestic cartridge}, I wasn't able to read or access the module through gen. OBDII, So i borrowed a MODIS - AWESOME tool !?!?
There were other codes that i have already fixed ( o2 sensor , IMRC- plastic plug missing).
Now the only KOEO code is P0602 CTRL mod programing. when i accessed the module i noticed there was no VIN entered. (other info was File- BVAJASH.HEX, Module P/N YU7AGC )

If I buy a new PCM from Rock Auto - do i need to relearn PATS?
Yes you will probably need 2 keys and may have to do a parameter reset.
ngs is an older ford diag scanner.
Can you do a Programable module installation or a manual vin entry with your scanner ?
I do not have an NGS.
I only have one key that is learned.

when I used the MODIS I used the VIN entry mode to make sure the Infor was vehicle specific. I've had trouble in the past with other vehicles.

At any rate, unless the problem is just a corrupt fuel or timing map (that almost any performance tuner can fix) I believe you'd need an NGS or WDS (world diagnostic system) to do a complete reflash, and even then you'd need the proper (intact) strategy for your engine. Also, if there was no VIN in the PCM then it sounds like they may have replaced the previous PCM when you last had this problem, which doesn't bode well for your current situation because if they did replace the previous unit they thought it was unrepairable, which may well be the case now.
I'm not sure the MODIS can do a complete reflash. If it doesn't, to keep costs down and save you the hassle and cost of needing to pay to do a complete reflash (just the VIN and maybe the mileage (which I'm not sure the mileage is completely necessary)) you may want to go to the local salvage yard or look on the net and find one with the correct strategy for your year, model and engine. But before you spend anything check for voltage drop, ground and proper vref.
