Ford Windstar Introduced in the mid-1990s, the front-wheel-drive Ford Windstar minivan campaigned with an emphasis on, and reputation for, safety. And in the hotly contested family minivan market of the time, that was an especially solid piece of ground to be on. As long as buyers didn't need to haul adults in back on a regular basis, the Windstar served a family's needs just fine.

It may have become disconnected from behind the plug outlet.

Look in your owner's manual, if there is another fuse box, it should be listed.
There is the one under the hood, and then another under the driver's side dash.
The fuse may be labeled as an auxilary outlet or something.

Check fuse F48 in the central junction box....behind dash panel, LH side.
Power feed to outlet is a White w/blue stripe. Black is ground. Remove the connector to check for power.

Here is a portion of the 2001 windstar owner's manual that you might want to print out and stick in your glove compartment.
It depicts the location of the fuel cut off switch, and the fuse box panels.
