Default AC Clutch will not engage

Hi, I have been working on this problem for awhile now, and have searched the forums for answers, however I am not able to find any.

My AC Compressor will not engage. It still works just fine when I jump it. I traced the problem back to the Clutch Relay, and noticed a few odd things. When I bypass the relay with a paper clip, the clutch engages just fine, so I thought the relay was bad. I switched it out with some other identical relays in the fuse box, but the clutch still would not kick on. I get good voltage in the circuit going to the clutch, and good voltage in the circuit going to the PCM. Another strange problem I noticed is that the PCM circuit (the relay switch circuit?) is always ON when the car is, regardless of weather or not the AC is set to ON inside the car. Shouldn't this circuit be off when I dont have the AC set to ON? And if everything looks ok with the relay, then why is it that when I plug it back in, the Clutch stops receiving voltage?
