unless it is an aftermarket system, the Windstar is a Passive Anti Theft System (PATS-I)
I believe wikipedia may have some info on Fords PATS system (1st. gen.) To my knowledge the only things the system monitors is doors being opened, or locks/ignition being forced (picking, brute force, hitting, etc.)
If you have an aftermarket, it could be anything.. most commonly used sensors are the proximity or shock sensors. Just hit the windshield after you arm it for a bit. It is goes off, you have a shock sensor. If it goes off, or beeps when people walk by close, then you have a proximity sensor. (In some cases you could have more than one type of sensor)
